LARRRI works under three major organizational portfolios through which programmes are planned and implemented. Those are KNOWLEDGE GENERATION AND DISSEMINATION, PUBLIC ENGAGEMENT and INSTITUTIONAL MANAGEMENT AND PROGRAMME SUPPORT.
Each portfolio consists of thematic programmes that also further divide into specific activities that are implemented in three to five programme year phases sometimes. Below, a brief description of the programmes under each portfolio is warranted.
1. KNOWLEDGE GENERATION AND DISSEMINATION
This program area focuses on two main components namely, knowledge/information generation and knowledge/information dissemination. The generation of knowledge shall be done through different ways including conducting researches, fact finding missions, and policy analysis. The programme provides ingredients for advocacy and awareness interventions, whereby concrete and reliable information will be used to justify policy, law and/or practice changes of land tenure system in favor of small producers in Tanzania. Unlike the previous programme where the knowledge generated was stored through publications and resource centre without practical dissemination strategies, this programme brings in the new component of information dissemination in various ways. The use of HAKIARDHI and other partners’ websites, mass and social media, the Institute’s resource centre and a wide range of special media programmes are being recommended by this programme as reliable means of information dissemination.
Under this portfolio, Research is the major activity but there are other activities such as policy analysis, fact findings, rapid response, baseline studies publication, documentation and Dissemination. Other objectives of the Knowledge, generation and dissemination are as follows;
• Identification of research areas, brainstorming and conducting land rights researches.
• Provide supervisory and follow up support for research undertakings.
• Engage with research findings (using research findings for advocacy).
• Identification of issues (from the broad areas of focus for the organization) for undertaking a fact finding mission and or rapid response
• Conducting fact finding and rapid response missions on land rights
• Engaging with the findings and recommendations for advocacy.
• Identification of policy issues for analysis,
• Critical analysis of the policy to explore its implications to small producers
• Engaging with the findings of the policy analysis through advocacy
• Printing of books
• Printing of tri-annual newsletter on different land subjects
• Production and publication of occasional papers
• Production and printing of Annual calendars with educational messages on land
• Production and printing of Annual Reports
• Production and Printing of Media land news digest
• Production and publishing of user friendly fact sheets and policy briefs on land
• Preparation and publishing of annual land rights report
• Production and printing of institutional information brochures
• Use of website to design, post and regularly update information for public use
• Use of the resources centre to disseminate information on land
• Organize mass education programmes to disseminate land rights information
There are four main components or areas of focus for this portfolio which are;
1. Research on land rights: that includes activist researches, baseline surveys, rapid responses and fact finding missions
2. Policy analysis: that focus on critical analysis of policies, laws, regulations and declarations with a view to explore and expose their thematic contents and implications for the rights to land of majority small producers
3. Printing of various publications: focus on authoring, editing and printing of various forms of publications like books, Newsletters, occasional papers, annual reports, leaflets, annual calendars and related publications with a view to keep the public well furnished with a wide range of information on land matters
4. Documentation and Dissemination: This focuses on proper keeping of records also on various forms. LARRRI maintains this website and keeps it well updated with relevant information for the public. A small library is also maintained at the office premises for users mainly researchers and students from higher learning institutions who use it for their academic research references
2. PROGRAMMES ON PUBLIC ENGAGEMENT
The Public engagement programme is a portfolio made up of two major components. The first component is capacity building while the other one is advocacy. On capacity building, the focus is on enhancing the public knowledge on various land matters for them to demand, protect and advocate for their rights. This is essentially a grassroots based programme that is implemented from the village level to the district council level within the local government framework. To that effect, capacity building involves both the community members and their leaders within the local government set up. This component is geared towards enhancing accountability, rule of law, transparency and participation of the local communities in decision making processes especially with regards to land and related resources.
As for the advocacy component, the focus is on improving the legal land regime (policies, laws, practices) through critical engagement with the decisions making processes at different levels. At the grassroots level, the programme focuses on the local governance organs whereas at the national level, the target is all the state organs that are Parliament, Judiciary and the Executive through its various institutions. The specific objectives under this portfolio includes;
• Enhanced knowledge base and engagement of local communities in decision making bodies on land and other related resources
• Improved policies, legislation and practices on land in favor of the marginalized communities
• Enhanced community participation at different levels (grassroots level and national level) on decision makings and land reforms processes.
• The voice of civil society and media is enhanced and their ability to hold decision makers accountable on land is strengthened.
• Strengthen Strategic partnerships with likeminded local and international networks for joint advocacy and legal reforms on land and related resources.
• Enhanced, effective and joint collaboration of CSOs and CSOs Networks through TALA in land rights advocacy campaigns.
• Enhanced knowledge on gender and HIV/AIDS issues in program areas
• Promoted sustainable use and management of land and related resources to mitigate effects of climate change
3. INSTITUTIONAL MANAGEMENT AND PROGRAMME SUPPORT
The over all objective of this programme portfolio is to ensure that a strong institutional base is in place to initiate, coordinate and supervise all plans of the Institute so that the objectives of the Institute and programmes are achieved effectively and efficiently.
In addition, to ensure that the necessary facilities and equipments and other programme requirements are acquired and functional all the time to enable smooth implementation of planned activities and, to manage plans and expenditure of money according to the procedural requirements of national and International standards.
The portfolio divides into three main components namely administration, finance and programme support whose main functions are briefly described below.
All issues related to the day to day management of the Institute including office running, attending to clients, personnel matters, resources mobilization and allocations and security of the Institute in general fall under the administration sub portfolio.
This component also takes care of the management development and general welfare of the workers. Proper planning and execution of the planned activities depend entirely on a well functioning administrative machinery and availability of resources to facilitate operationalization of tasks.
This sub unit is responsible in searching for and or developing human resources with requisite skills and experiences to run the administration, finance and programme functions of the Institute
The finance component deals with all financial matters including fundraising, preparation of financial reports and budget, auditing, managing relationship with the donors and general management of accounts of the organization.
The main function of the unit is to ensure that financial resources are available to facilitate smooth execution of planned activities and accounted for in accordance with both local and international standards.
Programme support primarily focuses on provision of conceptual guidance with respect to strategic planning, execution of planned activities, monitoring and evaluation and quality assurance.
