NG’WANZA KAMATA, (2008) THE MUTE PLUNDER – BIO RESOURCES AND DISPOSSESSION IN TANZANIA

The Mute Plunder explores the status of bio – resources in Tanzania in terms of protection and use. It establishes the various issues surrounding protection of biological resources – including establishment of enclosures and pirating, and the contestation emanating from it. It also accounts for such contestations. The book is based on the study which draws the attention of the public to the public to the importance of biological resources and causations the Government not to embark into conservation efforts and projects that exclude people and extinguish their rights while creating exclusive rights of the same resources to a few elites. A wide range of policy and practical recommendations are presented to the various actors in a bid to improve the governance, benefit and contribution of bio – resources to the communities and the country at large. Decentralized management systems in which grassroots institutions like village councils and village assemblies are involved in decision making regarding biological resources have been echoed throughout the text as the preferred model.

Ng’wanza Kamata is a lecturer in Political Science at the University of Dar es Salaam. He wrote his Ph.D thesis for University of Dar es Salaam on environmental change and the politics of control and marginalization in Tanzania. He is also a Chairman of the Board of Directors of HAKIARDHI/LARRRI
